Skirma Anna KondratasSkirma Anna Kondratas is current chair of the Lithuanian Anti-Poverty Network and a co-founder and Board President of Community Action Lithuania. She also serves on the board of the Children’s Support Centre in Vilnius. Skirma Kondratas received a bachelor’s degree in history from Harvard University and master’s degrees in history and business administration from Boston University and George Mason University respectively. She has been a social policy analyst at various research organizations, including the Heritage Foundation, Hudson Institute, and the Urban Institute in Washington, D.C. She has served as Administrator of the Food and Nutrition Service at the U.S. Department of Agriculture, and as Assistant Secretary for Community Planning and Development at the U.S. Department of Housing and Urban Development.

She has also served on the boards of various non-profit organizations dealing with social policy research, community development and other socioeconomic issues. In Lithuania, where she currently resides, she has served as an adviser on social policy to President Valdas Adamkus and Prime Minister Andrius Kubilius and has worked on various anti-poverty initiatives at government agencies and with several community and other non-profit organizations. Most recently, she served as vice-minister of social security and labour in the Government of Lithuania and on the board of directors of Heifer International, a charitable foundation based in the United States.
